And Moses said unto the people, Fear not: for God is come to prove you, and that his fear may be before your faces, that ye sin not.
We should not fear to draw near to the Lord and talk with Him. Instead, "the fear of the Lord" should keep us from sinning.
In other words, we should fear to sin; we should not fear to repent.
