Philippians 2:14-16

Especially v14:

Do all things without murmurings and disputings:

The word, murmurings, according to Thayer's Lexicon, means a secret debate [or] secret displeasure not openly avowed... querulous discontent.

Jude 16
These are murmurers, complainers, walking after their own lusts; and their mouth speaketh great swelling [words], having men's persons in admiration because of advantage.

The people with the terrible character described in Jude were characterized by murmuring and complaining.

Psalm 142:2
I poured out my complaint before him; I shewed before him my trouble.

The acceptable usage of complaining, is to pray to the Lord about your troubles.
