I will therefore that men pray every where, lifting up holy hands, without wrath and doubting.
We should pray boldly, all the time. We shouldn't make a show, standing on the street corners to be seen by people, but wherever we are we should have prayer between us and God.

It's interesting that it says, lifting up holy hands.
We make a habit of examining our own hearts for sin before we come to the remembrance of Jesus' body and blood, but how about when we pray? When I lift up my hands to pray, I'll consider what my hands have been doing, and my conscience before the Lord.
